The 2009 Program Excellence in Governance award was presented to Frances Kersey, MMC, City Clerk of The City of Oklahoma City at the 63rd Annual International Institute of Municipal Clerk’s (IIMC) Conference in Chicago, Illinois. The award was created to foster excellence in governance and to enhance participation by IIMC members in their government entity and community.
